It prints on A4 with room to write.
Targets hit every year are soft, and targets nobody hits are ignored by the second quarter. This sheet records every target and whether it was hit, then sets the next ones from the record. It builds the Competent step of the check:
A target is expected to be hit about two years in three, and the record of hits and misses is used when the next ones are set.
