Put one name against each measure
A measure owned by finance, or shared by four people, gets explained and never fixed. This sheet gives each measure one owner who can move most of it, and names the others who move it. It builds the Competent step of the check:
Each measure has one person who answers for it and the others who move it are named, and that person presents the number in the monthly review.
Step 1. The owner test

An owner who cannot move the number will spend the review explaining it. Change the measure until someone can move it.
